Dr. Wong was appointed by the Government of Ireland as Member of the Competition Authority as of February 2006 and currently serves as Director of the Mergers Division and Monopolies Division.
Dr. Wong has represented the Authority on various projects of the European Competition Network and on consultations of Member States by the European Commission on major cases in the area of abuse of dominance and mergers and on policy initiatives such as Article 82 guidance and private damages actions and in the work of the Competition Committee and Working Party No. 3 of the Organisation for Economic Co-operation and Development (OECD) and Unilateral Conduct and Mergers Working Groups of the International Competition Network (ICN).
He is a frequenter speaker on competition law and policy to academic, business and governmental conferences and forums in Ireland and elsewhere including Portugal, Turkey, Poland, Canada and the United States. At the request of the European Commission he made presentations on Irish and European competition laws on merger control and unilateral conduct to the Chinese competition authorities in Beijing and Guiyang, China under the auspices of the EU-China Trade Project in January and September 2009 and on the Practice of Investigation and Enforcement in the European Union to the 5th ASEAN Experts Group on Competition Capacity Building Workshop in Nha Trang, Viet Nam in November 2009.
Prior to joining the Competition Authority he was a Partner and head of the competition law practice in the Canadian law firm, Davis & Company LLP (now Davis LLP). He served as Chair of the National Competition Law Section of the Canadian Bar Association from 2000 to 2001.
He is qualified as an economist and a lawyer. Prior to entering the practice of law in 1984, he was Associate Professor of Economics at Carleton University, Ottawa. He has two degrees in economics (B.A., Hons., Simon Fraser University and Ph.D., University of Cambridge, King’s College) and a law degree (LL.B. degree, University of Toronto).
Dr. Wong is admitted to practice law as a barrister and solicitor in Ontario and British Columbia, Canada and as a solicitor in England and Wales (non-practicing). He has extensive experience as litigation and advisory counsel on competition matters. In private practice, he was recognized internationally as a leading competition lawyer.
