Vladimir Kachalin

 

Mr. Kachalin performs as an advisor to the Russian Government on international antitrust issues in a capacity of assistant to the Head of Federal Antimonopoly Service of Russia since 2004. He is a co-author of the Law “On competition protection in the RF.” In 2002-2004 Mr. Kachalin acted as an advisor on antitrust issues to the Deputy Head of “Yabloko” fraction of the Lower Chamber of the RF Parliament and participated in the preparation of the Law “On electric power production in the RF.” Currently in FAS Kachalin is responsible for international projects and technical assistance to foreign antitrust agencies. In 2008 Kachalin received a title of State Advisor of the Russian Federation for exceptional civil service in FAS.

 

Vladimir Kachalin graduated from the Moscow State University (Economic Faculty) in 1982 and received his kandidat nauk (Ph.D.) in economics in 1987.

 

Mr. Kachalin cooperates with the Institute of World Economy and International Relations of the Russian Academy of Sciences since 1985 in current position of senior research associate specializing in international antitrust economics and competition policies, international accounting and finance and project organization and performance. In 1993-1995 Kachalin won 3 research scholarships in the US and Canada. He is an author of 35 publications and 4 books on international economics, antitrust law and international accounting.

 

Mr. Kachalin has a track record in EU technical assistance Tacis projects starting from 1993 and participated in 5 Tacis projects in capacity of expert, deputy team leader, team leader and director of the EU-Russia Cooperation Programme Local Support Office in the Southern Federal District of the RF.
